Clark County operates the Juvenile Detention Center in Las Vegas. The former Summit View Youth Center (closed 2007) was documented for staff violence and sexual abuse. Nevada AB 124 (2021) eliminated the SOL for childhood sexual abuse — there is no filing deadline. Claims against Clark County proceed under the Nevada Tort Claims Act. Federal Section 1983: 2-year SOL. Las Vegas survivors of historical abuse can now file regardless of when the abuse occurred.
