Hawaii operates the Hawaii Youth Correctional Facility (HYCF) in Kailua, Oahu. DOJ issued findings in 2005 documenting unconstitutional conditions including excessive isolation, inadequate mental health care, and staff abuse. The SOL for childhood abuse extends to age 26.
