California has the highest number of PFAS-contaminated military facilities of any state, with 62 Department of Defense sites identified with PFAS contamination. Naval Air Station China Lake has recorded groundwater concentrations exceeding 2 million parts per trillion — more than 500,000 times the EPA MCL. California enacted SB 1044 in 2022, becoming one of the first states to ban PFAS-containing AFFF for training purposes. The state's 2-year statute of limitations with discovery rule applies to personal injury claims.
California AFFF cases can be filed in the superior court of the county where the plaintiff resides or where the exposure occurred. Major contaminated sites include NAS China Lake (Kern County), Marine Corps Base Camp Pendleton (San Diego County), MCAS Miramar (San Diego), Travis AFB (Solano County), Edwards AFB (Kern County), and Vandenberg SFB (Santa Barbara County). Federal claims consolidated in MDL 2873 are handled in D.S.C. The California Attorney General has been active in PFAS enforcement.
