How Rare is Male Breast Cancer — and Why Camp Lejeune Changes Everything

In the general male population, the lifetime risk of breast cancer is approximately 0.1% — making it 100 times rarer than breast cancer in women. Risk factors for male breast cancer in the general population include BRCA2 gene mutations, Klinefelter syndrome, chronic alcohol use, obesity, and radiation exposure. None of these factors explain the cluster of male breast cancer observed among Camp Lejeune veterans. ATSDR's nested case-control study found that male Marines who served at Camp Lejeune had approximately 10 times the risk of developing male breast cancer compared to Marines stationed at Camp Pendleton — a finding so dramatic that it reached statistical significance despite the overall rarity of the condition.

The Xenoestrogenic Mechanism

The proposed biological mechanism for male breast cancer at Camp Lejeune involves the xenoestrogenic properties of PCE and TCE. Both solvents can be metabolized to compounds that mimic estrogen in the body — binding to estrogen receptors in breast tissue and stimulating cell proliferation. In women, estrogen stimulation is a well-established driver of breast cancer. In men, who have much lower baseline estrogen levels, exogenous estrogen-mimicking chemicals represent a proportionally greater disruption of the normal hormonal environment of breast tissue, potentially explaining the disproportionate increase in male breast cancer risk.

Litigation Significance

Male breast cancer claims are highly persuasive in CLJA litigation for two reasons: the rarity of the condition in men creates a strong cluster argument (it is extremely unlikely that male veterans would develop breast cancer at 10x the expected rate absent a common environmental exposure), and the absence of standard male breast cancer risk factors in most claimants eliminates the most obvious alternative causation arguments. These factors make male breast cancer cases among the most compelling in the Camp Lejeune docket despite its non-presumptive status in VA regulations.

To qualify for a CLJA claim, you must have been physically present at Camp Lejeune, NC for at least 30 cumulative days between August 1, 1953 and December 31, 1987. Eligible individuals include: active duty servicemembers (primarily Marines and Navy personnel); their family members who lived on base (spouses, children, parents living in base housing); civilian employees of the Department of Defense stationed at Camp Lejeune; and contractors who worked on the base during that period. You must also have been diagnosed with a disease or condition linked to the contaminated water. Importantly, you must also have filed an administrative claim with the Navy JAG on or before August 10, 2024 — that deadline is now closed for new claimants. Veterans who did not file a CLJA claim may still pursue VA disability benefits separately.
